To claim the Mantis in Starfield, you need to complete the quest 'Secret Outpost'. This quest is initiated by a distress signal you find on one of the planets. Follow the quest markers and fight your way through the enemies to find the ship!
First-hand experience here! You start the 'Mantis' quest by finding the slain spacer with a note that mentions a secret base. Follow the coordinates to the base, solve the puzzles, and then fight your way to the Mantis ship!
