You can always go into the game's properties on Steam, select 'Local Files,' and then click 'Verify Integrity of Game Files.' This often clears bad configs.

Just delete the config folder located at C:\Users\[YourName]\Documents\My Games\XCOM2\XComGame\Config. It'll reset your settings to default.
