You can't actually climb in Sunny Beach unless you've unlocked the climbing ability in another level first. Do that, and then ladders will be your new best friends!

To climb on Sunny Beach in Spyro, you'll need to have unlocked the climbing ability from the Summer Forest Home World. Talk to the bear, Moneybags, at the ladder in the Aquaria Towers, and pay him 500 gems to learn how to climb. Once you've unlocked it, head back to Sunny Beach, find the ladders, and hit the jump button to climb up!
