You can collect fingerprints by sending your Sim to a police station. Make sure they're on the 'Senior Detective' career path, then use the 'Collect Fingerprints' option at the workstation.

Forget it – you can't collect fingerprints without being in the police career. Focus there first.

From my experience, collecting fingerprints in Sims FreePlay requires you to have your Sim in the police career. Get them to the police station and use the forensic equipment to collect the prints!
