You can connect a PS4 to a TV without HDMI using an HDMI to AV converter. It changes the HDMI signal to RCA, which older TVs often use.

I’ve used an HDMI to Component converter before. It worked well enough for me, just make sure to set the output to 720p for better compatibility.
