On PC, make sure your controller is properly installed by checking it in the 'Devices and Printers' section. Then, launch the game and it should auto-detect!
Honestly, it's super simple! Just connect your controller like you would for any other game and Sonic Mania will handle the rest.
If you're having trouble, sometimes a game restart can do the trick.
