Make sure you use the same PSN ID and password on your PS4 that you used on your PS3. Your account details and purchases should all carry over seamlessly.

You can't exactly 'connect' them like with a cable. Just sign in on your PS4 using your PS3 PSN account details.

From personal experience, I just used my old PS3 PSN credentials on my new PS4 and everything synced up perfectly, including my friends list and trophies. Easy peasy!
