Honestly, some wireless headphones won't work unless they're made specifically for Xbox. Check your headphone specs first.

If your headphones are Xbox-compatible, go into Settings > Devices & connections > Accessories to manually connect them.

I had an easier time connecting my wireless headphones using the Xbox app on my phone. Try it if other methods aren't working.

I found that using a Bluetooth transmitter works wonders for non-Xbox-compatible headphones. Just plug it into the controller's headphone jack.
