Go to your base, find the Workshop, and then select the option to craft a toolkit. You'll need parts and scraps of circuitry to make one.
Just hit up the Workshop at your base and as long as you have the parts and scraps of circuitry, you can make a toolkit.
Honestly, just find a repaired vehicle and skip the crafting altogether. Why waste resources?
