You can't actually create a 'new' character in Warframe. Instead, you choose different Warframes. Each Warframe is like a new character with unique abilities, so just pick the one you like!
The game doesn't let you make new characters, but you can switch between different Warframes to mix things up. Every Warframe feels like a different character anyway.
