Creating shirts on Roblox mobile isn't directly possible. You'll need to use a PC for the actual uploading and configuration part. Design your shirt on mobile using an art app, then upload it on a PC.

You'll have to use the Roblox website on a browser with desktop mode enabled. Create your design in an art app first, then upload through the website!

From first-hand experience: I designed on my tablet using an art app, then opened the Roblox website on my tablet's browser in desktop mode. Uploaded my design easily!
