Just keep doing romantic interactions like 'Be Romantic,' 'Kiss,' and 'Embrace' until their relationship bar is full, then select 'Ask to Go Steady.' Works like a charm!

You want your Sims to date? Get them to level 6 in their relationship by doing romantic interactions, and then you can make them boyfriend/girlfriend. Happy simming!
