How to Decline Payment on PayPal
You can't directly decline a payment that's already been made to you, but you can refund it! Just go to the 'Activity' page, find the transaction, and hit 'Issue a refund.'

Just refund the payment, problem solved!
If you want to avoid receiving payments from someone, just block their email or contact PayPal support for help.
Once I received an unwanted payment, I issued a refund through the transaction details on my PayPal account. Easy peasy!
