Just take the encrypted message to the Quartermaster in the Base of Operations. They'll handle the rest. Easy peasy!
Usually, you'll need to access your in-game menu and look for the encrypted message in your inventory. Follow the on-screen instructions to decode it!
You don't decode messages. The game does it for you when you interact with the right NPC or mission marker.
