Easiest way? Find a Pay 'n' Spray shop. Drive any car into the garage, and voila, the cops forget who you are. Works like amnesia in a can. Alternatively, police bribes scattered around the map can instantly reduce your wanted level by one star. Keep an eye out for those shiny badges!

Cheats, if you're not above it. Typing 'AEZAKMI' freezes your wanted level. Use 'TURNDOWNTHEHEAT' to clear your wanted level completely. Note: Using cheats can disable achievements, so use them wisely!

lol, just don鈥檛 get caught. But seriously, police bribes are your best friends. Also, changing your clothes can help you lower the wanted level. The cops in San Andreas apparently can鈥檛 recognize you in a new shirt.
