Use Gohan's Masenko attack and Goku's Spirit Bomb. They both deal high damage and can help bring Cell down faster.
If you're struggling, try using Vegeta or Gohan. They have some really effective moves against Cell.
Use Goku's Instant Transmission to dodge his attacks and counter. Watch for his patterns and strike when he leaves himself open.
