First up, you've gotta disable Steam Cloud for the game you're targeting. Right-click the game in your Steam Library > Properties > Updates, and uncheck 'Enable Steam Cloud synchronization.' Next, delete the saves directly from the game's folder on your computer. Then, when you fire up the game, Steam won't try to download those old saves from the cloud. Be careful though, once those saves are gone, they're gone for good!
Honestly, why delete your saves? I'd just keep 'em. Storage is cheap, and who knows, maybe you'll regret it!
