To reset your TF2 settings, find the cfg folder in the game's install directory (usually SteamApps/common/Team Fortress 2/tf/cfg), and delete everything in it. Easy peasy!

Manually delete the config files in your Team Fortress 2 folder. It's usually at Steam/steamapps/common/Team Fortress 2/tf/cfg.

Just go to your Steam library, right-click on Team Fortress 2, select Properties, then Local Files, and hit 'Browse'. Delete the 'cfg' folder inside the 'tf' directory. Boom, back to defaults!
