You can use the Prawn Suit's Drill Arm to break large resource deposits, which is as close to digging as it gets.
Digging isn't a thing in Subnautica. Just focus on gathering resources and exploring!
In my experience, the best way to alter the terrain is through building and using tools. No shovels here!
