Each character has unique brutality requirements. Check the move list in the pause menu for details, then execute the final hit with the indicated move.
Used to struggle with this too, but I just kept practicing my favorite character's moves. Eventually, you get the hang of it!
Super easy, just look up the specific brutality combo for your character and do it as the last hit!
