You need to buy a Catwalk Collection from the promotions store. Set it up in your house. Then select a Sim, tap the Catwalk, and get to designing!

To start the fashion designer hobby, build the Promotions’R’Us store first and buy a Fashion Studio. Then, just place it in a Sim’s home, tap it, and select 'Start Designing.' Voila, your Sim is ready to strut their stuff!
