You need to purchase the Kombat Pack for Mortal Kombat 11. Once you have that, Nightwolf will be available for download from the in-game store.

From my experience, get the Kombat Pack or Aftermath expansion. Once you have either of those, Nightwolf can be easily downloaded from the DLC section within the game.
