First, go to a PokéStop. Once you're there, tap the white cylinder on top, then press the little pink lure button. Choose your desired Lure Module, and bam! Enjoy the influx of Pokémon.

Just visit a PokéStop, tap the white disc, and click the pink lure icon. Pick a Lure Module from your inventory, and you're all set!
