Short answer: Can't redo everything. Gender's locked, but you can change hairstyles, tattoos, and clothes anytime at shops in-game. Real changes? Use the 'Swap Character' option in the Online menu for more in-depth edits.
Kinda stuck with what you pick at the start except for clothes and looks. Rockstar didn't make it easy to overhaul your character completely. Could've been a cool feature, tbh.
