If you're on PC, try modifying the "Settings.ini" file by adding the line "devMenu=Y" within the file. Launch the game, and the dev menu should be there!

To access developer options in Sonic Mania, you need to activate the "dev menu." Start the game, then press and hold the Y button (or Triangle on PlayStation), while pressing Start on the Title Screen. Voila! The dev menu should appear.
