First, find the 'XComEW' game folder in your Steam directory. Then, open 'XComEW.exe' in Notepad and add -allowconsole to the end of the target path. Launch the game, and you can press the tilde (~) key to open the console.

For XCOM Enemy Within, locate the 'DefaultInput.ini' file in the 'XEW' folder under 'My Games'. Add 'ConsoleKey=Tilde' under the '[Engine.Console]' section. Now, hit the tilde (~) key during gameplay to access the console.

Just a heads-up: Enabling the console might disable achievements. Not worth it if you're hunting those!

I did it by editing 'XComGame' in the 'Config' folder and adding 'EnableCheats=1'. Worked like a charm.
