Head to the game's main menu, click on the Settings icon, and choose 'Data.' From there, select 'Chat Type' and pick 'Free or Quick Chat.'

I struggled with this too, but you just need to go to Settings, find the 'Data' tab, and switch the chat option. Worked for me!
