You can enlist new survivors by completing missions that involve helping other groups and then inviting them to join you. Be nice to them first!
Find enclaves around the map, build trust by trading and helping them out. Eventually, they'll wanna join your party. Who doesn't like a good trade?
Recruiting survivors isn't the main goal, people. Focus on the survivors you have and build that tight-knit family. Quality over quantity!
