To enter the Second Sea in Blox Fruits, you need to be at least level 700. Once you hit that level, visit the Prison and talk to the Military Detective. He'll give you a quest to defeat the boss Ice Admiral. Beat him, return to the Detective, and voila! Enjoy your new ocean!
