From my experience, just hop into the main menu, hit up the Skills section, select your skill, and assign it to a slot. You're good to go!
Alright, agent! To equip skills in The Division 2 beta, open the main menu, go to the Skills tab, and select the skill you want. Then just assign it to one of your skill slots. Easy peasy!
