Just run around the whole map. Strange Plants will spawn eventually. No need to overcomplicate things.

Actually, I find Strange Plants pop up more often in areas I visit regularly. Maybe it has something to do with the game refreshing those chunks more often? So basically, just keep exploring and revisiting the same spots, they'll show up!
