Farming Waterleaf in Terraria is pretty straightforward, but you gotta wait for the right conditions. First, make sure you've got Waterleaf seeds, which you can get by collecting Waterleaf plants in the Desert biome. Then plant those seeds in Sand blocks, because they won't grow on any other type of block. Here's the kicker - Waterleaf plants only bloom during Rain or when submerged in water. So, if you're looking to speed up the process, set up a system to flood your Waterleaf farm whenever needed. Don't forget, once they're fully grown and blooming, you can harvest them to get more seeds and the Waterleaf itself!

Actually, the whole waiting for rain thing isn't necessary. Use buckets to manually flood your Waterleaf farm whenever you want. I've been doing it this way and it works wonders.
