To fight Giovanni in Pokemon GO, you first need to complete a Team Rocket Special Research, usually called 'Looming in the Shadows' or 'The Higher They Fly...'. You'll get a Super Rocket Radar that helps you locate Giovanni at PokéStops or in a Team Rocket Balloon.
