To fight Mira in Dragon Ball Kakarot, you first need to complete the sub-quest 'Villainous Rampage,' which unlocks after you beat the main story. Afterward, defeat all Villainous Enemies on the map, and Mira will appear near the Land of the Kais. Bring your A-game because Mira's power level is insane!
