Just adopt a cat from the Pet Store in town, then select your Sim and click on the cat. You'll see the option to hug!

I adopted my cat and my Sim has been hugging it non-stop! Just head to the Pet Store in the town map, adopt your favorite feline, and the hug action will be available.
