To find Baby in Dragon Ball Z Ultimate Tenkaichi, make sure you're playing the Hero Mode. After completing the final battle against Great Ape Baby, he becomes available as a playable character.
Just finish Hero Mode and beat Great Ape Baby. He then becomes selectable. Easy peasy.
Baby appears after you defeat Great Ape Baby in Hero Mode. Once you do that, he's all yours!
