Just get the Bob glove from the Bob badge, use its power, and hope for the best!
Bob is sneaky! You gotta get the Bob glove first by earning the Bob badge. Once you have it, activate the glove. Bob spawns randomly though, so patience is key.
In my experience, Bob shows up after you unlock the Bob glove and use it in battle. It took me like 10 tries before Bob appeared!
