Finding the Goblin Tinkerer in Terraria is like a mini adventure on its own! First up, make sure you've defeated a Goblin Army invasion, cause that's his cue to start wandering around your world. After that, it's all about spelunking through the underground layers – he can be hiding anywhere from the caverns to the underworld, but he's partial to the former. Keep your eyes peeled for a bound NPC, and once you spot him, simply talk to him to free him. Afterward, he'll set up shop and offer you his tinkering services!

Just smash a Goblin Army and then go spelunking. He'll be tied up waiting for a hero to rescue him. Just talk to him to unlock his services.

tbh just keep an eye out when you're underground after beating the goblins, the dude tends to show up when you least expect it. And don’t forget, you gotta actually talk to him to get him to move in.
