Head to Sector Zero, look for the delta station dock, and follow the beacon signals. You'll find Jeffery's Bunker nearby!
Forget the coordinates! Just follow the story missions, and you'll end up there naturally. Gameplay flow FTW!
From personal experience: start at the starting base, head northwest, and once you hit the Iceberg Zone, start diving deeper. You'll find it nestled in the caves!
