Head to Sector Zero, look for the delta station dock, and follow the beacon signals. You'll find Jeffery's Bunker nearby!

From personal experience: start at the starting base, head northwest, and once you hit the Iceberg Zone, start diving deeper. You'll find it nestled in the caves!
