I've faced Arlo tons of times. Just gather Mysterious Components from Rocket Grunts, assemble the Rocket Radar, and you'll see him on your map near a PokéStop.

To find Leader Arlo, you'll need a Rocket Radar, which you can get by defeating six Team GO Rocket Grunts. Equip the radar, and Arlo will appear on your map, waiting for a battle!
