I've had the best luck finding llamas in the outskirts of named locations. Try the edges of the map, especially near mountains and forests.
Hot take: Llamas are purely luck. There's no secret formula, just a lot of running around and hoping for the best!
From my experience, llamas tend to spawn more frequently in places with fewer players. Try to land in less populated areas and explore thoroughly.
Just keep moving and exploring. Llamas are totally random, so there's no guaranteed strategy except to cover as much ground as possible.
