Head to Cerulean Cave! Beat the Elite Four first, then use Surf to get inside the cave at the northwest corner of Cerulean City. Good luck, it's a maze in there!

Cerulean Cave is where you'll find him. But be prepared, it's not an easy path through there!
Mewtwo? Just get into Cerulean Cave post-Elite Four. Simple as that.
After you defeat the Elite Four, you can get into Cerulean Cave to catch Mewtwo. Bring lots of Ultra Balls!
If it's your first time, make sure you have a strong team and plenty of Ultra Balls when you go into Cerulean Cave. Trust me, you'll need them.
