Just walk around the underground! There are random encounters in most areas, so you'll bump into plenty of monsters.
Pro tip: Just keep walking back and forth in one area if you're looking to fight more monsters. They will come to you!
Turn up the game's volume and listen for the music change. Random encounters often trigger with a distinct sound cue.
In my experience, if you want to grind for fights, the Ruins and Snowdin Forest are pretty active spots. Just keep moving and you'll find 'em.
