Scour the map for enclaves and other survivor groups. Sometimes, you can recruit a member by building up trust with them through trading and helping with their missions.
I always check out Stranger missions marked on the map. Completing these usually ends up with some pretty solid recruits joining my squad.
Just wander around, dude. You'll bump into folks who need help, and most times, they'll want to join you after you rescue them.
