Just talk to Tom Nook. Seriously, go to him and buy a plot of land. Once you set it up, new animals will consider moving in. It's pretty much build it, and they will come.

Finding new residents in Animal Crossing is a fun process! You can visit mystery islands using Nook Miles Tickets where you'll meet random animals who can be invited to your island. Hosting visitors at your campsite, either through amiibo cards or waiting for random visits, also gives you a chance to invite new residents. Keep an eye out for when a plot of land is available; that's your cue to start looking!

I got all my favs by spamming Nook Miles Tickets to visit as many islands as possible. It's a grind but worth it when you find that perfect villager!
