In my experience, once you reach the Mountain biome, look for dragon eggs in nests. You'll need three to summon her at the altar marked on your map!

Make sure you got a Wishbone (from Bonemass) to help you detect silver deposits. These deposits usually indicate you're close to a dragon egg, necessary to summon Moder.
