Try exploring every Black Forest you come across. Sometimes it takes a bit of walking around, but he always shows up in the Black Forest. Patience, Viking!

In my experience, just follow the rule of thumb: search every Black Forest you stumble into. Haldor will eventually reveal himself, and then it's shopping time!
