Pro tip: increase your chances by playing as Michael and taking a dip around the oceans. For some reason, I've had more luck spotting sharks with him. Must be his charming personality, or maybe sharks just have a taste for retired bank robbers.
Just keep swimming! Seriously, just grab a boat and head out into the deep blue sea. The shark usually hangs out in deeper waters. No exact location 'cause it roams around, but stick to the deeper parts, and you're bound to run into Jaws Jr. eventually.
