Click on the crew slot of the vehicle you're interested in within the 'Crew' tab. You'll see all the stats and skill levels there!

Just hop over to the crew tab in the hangar, click on any crew slot, and voila! All your skill levels are laid out beautifully.

Open the crew tab in your garage and click on each crew member's slot. Easy peasy.
