First off, you gotta make sure you're actually at the point in the game where Uncle Rowland is meant to show up. No point running around like a headless hippogriff if it ain't time yet. Check your quest log to see if it's on your to-do list. Once you know it's Rowland time, head over to Hogsmeade. Spoiler free tip: He ain’t just standing around waiting for a chat; you'll need to do a bit of sleuthing in the area where the quest marker points you. Keep your eyes peeled for any unusual activity or NPCs that want a word.

Honestly, just follow the quest marker and pay attention to the game's prompts. The game does a pretty good job guiding you if you don't ignore the objectives and tutorial hints.
Had to find Uncle Rowland myself, not gonna lie, I got a bit twisted up. Make sure to explore thoroughly in the area the quest points you to, and definitely interact with everyone you can. Found him eventually after realizing I'd sprinted past the NPC I needed to talk to, like, a dozen times. Keep those eyes wide!
